DODD has introduced documentation requirements related to group size for Adult Day Support (ADS) and Vocational Habilitation (VH) services.
To help providers follow the new expectations:
- Document group size when services are delivered in the community. Providers should record the total number of individuals in the provider’s group when ADS or VH services take place outside a facility.
- Document group size when using the small-group community billing rate. Group size must be recorded when billing for the “small group in an integrated community setting” rate.
- Facility-based documentation is recommended. While recording group size inside a facility is not required at this time, DODD encourages providers to make it part of their routine documentation practices.
- Report facility locations through PSM. All facility-based ADS and VH locations must be reported in the Provider Systems Management (PSM) platform. This includes locations that are newly opened, relocated, or closed.
These requirements became effective in July 2026.
