
The County Board Cost Report is due annually for each county board. This report captures, analyzes, and reports annual expenditures and revenue for each of Ohio’s county boards.
It also serves as a Medicaid-compliant cost reporting mechanism that enables the DODD to determine reimbursable costs for both Medicaid and non-Medicaid services provided by county boards.
What the Cost Report Calculates for SSA Departments:
The cost report uses:
- Total allowable SSA costs
- Total reported units (TCM, Other Allowable, Home Choice, and Unallowable)
From this, it calculates the cost per unit of services provided. This rate is then used to determine reimbursement for TCM services.

Units generated from providing services directly impact the calculation of reimbursement rates.
Accurate documentation and proper coding of case notes ensure the cost report reflects reliable and complete data.
